The\u00a02024 State of the Nation Address<\/strong>\u00a0was the third\u00a0State of the Nation Address<\/a>\u00a0(SONA) delivered by President\u00a0Bongbong Marcos<\/a>\u00a0on July 22, 2024, at the\u00a0Batasang Pambansa Complex<\/a>.<\/p>\n\n\n\n

Preparations<\/em><\/strong><\/h2>\n\n\n\n

An estimate of\u00a0\u20b1<\/a>20 million\u00a0was given for the expenses related to the SONA which includes equipment, logistics, meetings and food.[2]<\/a><\/sup>\u00a0The\u00a0Philippine National Police<\/a>\u00a0would deploy 22,000 personnel around\u00a0Metro Manila<\/a>\u00a0to secure the speech.<\/p>\n\n\n\n

Seating and guests<\/em><\/strong><\/h2>\n\n\n\n

House Secretary General Reginald Velasco said that he expected about 2,000 guests will attend the speech, making it the largest SONA by attendance.[2]<\/a><\/sup>\u00a0There were 1,814 seats in the plenary.

Former presidents\u00a0
Joseph Estrada<\/a>\u00a0and\u00a0Gloria Macapagal Arroyo<\/a>, who is also the incumbent representative from\u00a0Pampanga’s 2nd district<\/a>, attended the SONA.

A noted absence was Vice President\u00a0
Sara Duterte<\/a>, who self-appointed herself as the “designated survivor<\/a>“, although she did not elaborate further on what she meant with the term which is only relevant to a contingency plan in the\u00a0United States presidential line of succession<\/a>.

According to\u00a0
her office<\/a>, she instead went to\u00a0Bohol<\/a>\u00a0for Bohol Day and the wake of the province’s vice governor Dionisio Victor Balite, and chose not to watch the SONA on screen.\u00a0Likewise, her father, former president\u00a0Rodrigo Duterte<\/a>, and her predecessors\u00a0Leni Robredo<\/a>,\u00a0Jejomar Binay<\/a>, and\u00a0Noli de Castro<\/a>\u00a0did not attend the SONA.\u00a0Senators\u00a0Bong Go<\/a>\u00a0and\u00a0Ronald dela Rosa<\/a>\u00a0were also absent, with Go citing medical reasons, although they were able to attend the opening of the third regular session of the\u00a019th Congress<\/a>\u00a0earlier that day.<\/p>\n\n\n\n

Address<\/em><\/strong><\/h2>\n\n\n\n

The speech was covered by state-outlet\u00a0Radio Television Malaca\u00f1ang<\/a>.\u00a0Before President\u00a0Bongbong Marcos<\/a>\u00a0started his speech, the singing of “Lupang Hinirang<\/a>” by Blessie Abagat was held.\u00a0It was followed by the ecumenical prayer led by representatives of various religious groups. Marcos started his speech at 4:05pm and ended at 5:27pm, both times\u00a0PHT<\/a>, lasting for 1 hour and 22 minutes. He was joined by Senate President\u00a0Francis Escudero<\/a>\u00a0and his first cousin, House Speaker\u00a0Martin Romualdez<\/a>.

Marcos highlighted the achievements of his administration, with political observers noting that the most memorable points he expressed were three pronouncements that could be interpreted as policy reversals of the previous\u00a0
Duterte administration<\/a>: an ongoing “bloodless” program against illegal drugs, the country standing its ground against China on its\u00a0own sovereignty claims<\/a>\u00a0over the\u00a0South China Sea<\/a>, and the immediate ban of\u00a0Philippine Offshore Gaming Operators<\/a>\u00a0(POGO).<\/p>\n\n\n\n

Reception<\/em><\/strong><\/h2>\n\n\n\n

Political strategist Alan German considered Marcos’s address to be “very well executed” and the best delivered SONA out of the three the president has given so far.\u00a0Academic\u00a0Cielo Magno<\/a>\u00a0expressed a mixed reaction to the address, considering it to be “refreshing” in its form compared to those delivered by Marcos’s predecessor\u00a0Rodrigo Duterte<\/a>\u00a0and noteworthy in its reversal of policies initiated by Duterte but lacking in concrete details that could have reinforced his listed accomplishments and plans for the country.<\/p>\n\n\n\n

Education Secretary<\/a> Sonny Angara<\/a>, having attended 21 SONAs, described the 2024 edition as “easily one of the best.<\/p>\n\n\n\n

Protests<\/em><\/strong><\/h2>\n\n\n\n

The People’s SONA, a protest held by progressive groups including the\u00a0Bagong Alyansang Makabayan<\/a>, was held along\u00a0Commonwealth Avenue<\/a>\u00a0in\u00a0Quezon City<\/a>. They voiced out issues faced by various sectors, including inflation, workers\u2019 salary, the\u00a0South China Sea dispute<\/a>, and human rights violations.

On the other hand, a pro-Marcos concert was also held along Commonwealth Avenue. It was marred by the collapse of an\u00a0
LED screen<\/a>\u00a0due to heavy rains and strong winds brought about by the southwestern\u00a0monsoon<\/a>\u00a0enhanced by\u00a0Typhoon Gaemi (Carina)<\/a>,\u00a0injuring one personnel.<\/p>\n\n\n\n
